"Text Import Wizard" is moving "column breaks" when scrolling to the left and right

We have very large text files (18MB) coming from multiple sources and we need to set the columns correctly (manually).
We aren't able to automate because we don't always know the format of the files ahead of time.
When we go through the text import wizard
in Excel 2007 (Windows 7) and we set the columns correctly as soon as we scroll to the left/right you can see the data staying put and the column break lines moving.
If we don't fix these it will parse the data incorrectly.
We have recreated this scenario
on multiple machines and from multiple text files.
This did not happen when user was on Windows XP and using Excel 2007.
